LA REORGANISATION DU COMITE ITIE EN MARCHE…
Des avancées fortes pour la mise en œuvre de l’ITIE ont été entérinées par le nouveau décret ITIE
La nouvelle année a bien commencé pour le Comité ITIE avec la prise par le Premier Ministre, Chef du Gouvernement, du décret n°2024/00165/PM du 31 janvier 2024 portant réorganisation et fonctionnement du Comité de suivi de la mise en œuvre de l’Initiative pour la Transparence dans les Industries Extractives, conformément aux Très Hautes Instructions du Président de la République.
Le nouveau texte était très attendu par le groupe multipartite, le Secrétariat International de l’ITIE et les autres parties prenantes ayant pris part au processus consultatif qui a concouru à son élaboration puis à son adoption. Ci-dessous les principales avancées que contient ce texte, par rapport au précédent :
Il prend en compte l’adoption de la Norme ITIE 2023 ;
Il consacre l’indépendance du collège de la société civile, acte l’augmentation du nombre d’organisations siégeant au Comité qui passe ainsi de huit (8) à douze (12), tout en laissant au collège élargi la libre désignation des représentants de la société civile au Comité ;
Il consacre l’indépendance du collège des entreprises extractives en prenant en compte l’importance croissante du secteur minier dans les politiques publiques ;
Il intègre au Comité le Ministère en charge de l’environnement et la Société Nationale des Mines, la SONAMINES, entreprise publique faîtière du secteur minier dont la création est récente.
La réorganisation ainsi impulsée augure de belles perspectives pour une mise en œuvre plus efficace de l’Initiative pour la Transparence dans les Industries Extractives au Cameroun.

REORGANIZATION OF THE EITI COMMITTEE IN PROGRESS…
Strong progress for the implementation of the EITI has been ratified by the new EITI decree
The new year has started well at the EITI Committee with the strong decision-making by the Prime Minister, Head of Government through the decree n°2024/00165/PM of January 31, 2024 relating to the reorganization and functionning of the EITI follow up Committee. implementation of the Initiative.
The new text, which contains 24 articles, was eagerly awaited by stakeholders due to the consultative process of external stakeholders which contributed to its development and then adoption by the multi-stakeholder group. It also contains significant progress compared to the previous EITI decree.
Indeed, to align with the EITI Standard:
– It establishes the independence of the Civil Society College on the one hand, by increasing the number of organizations sitting on the Committee from eight to twelve, and on the other hand, by allowing the free designation of representatives of civil society to the Committee by their peers;
– It establishes the independence of the College of Extractive Companies, taking into account the importance given to the mining sector by public policies in the sector;
– The new EITI decree brings public and para-public entities into the College for the first time, the Ministry in charge of the environment, the Société Nationale de Mines.
This reorganization will give a fresh impétus to the implementation of the Initiative for Transparency in Extractive Industries in Cameroon.
