The EITI Committee opts for the production of 2018 and 2019 EITI reports under direct supervision

It is a great step taking for Cameroon, by accelerating its progress towards the integration of information systems through opting for the production of the 2018 EITI report under direct supervision of the Committee.  For a country that has been a member of the EITI for 15 years, the direct supervision is a significant change in the methodology for producing such reports. For the Committee, it consists in distributing competences around the production of EITI information by completely or partially renouncing the recruitment of an independent administrator. Therefore such an exercise allows the country to publish relevant and timely information on Requirements 2 to 6 of the 2019 EITI Standard, while reducing the cost of reconciliation.

It is in this context that the Minister of Mines, Industry and Technological Development, Vice-President of the EITI Committee, Mr. Gabriel DODO NDOKE chaired respectively on October 20 and 30, 2020, two sessions of the Committee on the heights of the Mont Febe hotel at the end of which, the members of the EITI learnt more about the three options offered by the international bodies of the Initiative, through: the conventional declaration, the relaxed declaration, the extension of the declaration deadline.

In fact, following the measures to relax the EITI declaration in response to COVID 19, adopted by the EITI Board of Directors in June and October 2020, the EITI Committee meeting on the dates indicated above, has chosen to produce the next EITI reports under management. By taking the option of requesting before November 1, 2020 before the international EITI bodies based in Oslo, Norway, the extension of the reporting deadline in order to produce the 2018 EITI report by March 31, 2020 at the latest, the Committee expresses its intention to make progress in the implementation of the Initiative.

The Committee is now making  preparations that will lead to the success of this important project, which benefits are known.

As a reminder, the health crisis of Covid 19 has led to a fall in oil prices. It has caused major supply chain disruptions, shutting down oil rigs and mining sites in this important sector of the economy. The activity of the EITI Committee during this period was largely impacted by the need to respect containment and social distancing measures.

Production des rapports ITIE sous COVID 19

Le Comité ITIE opte pour la production des rapports ITIE 2018 et 2019 en régie

C’est une grande première pour le Cameroun qui, accélère ainsi sa marche vers l’intégration des systèmes d’information en optant pour la production du rapport ITIE 2018 en régie. Pays membre de l’ITIE depuis 15 années, l’option de la régie est un changement important dans la méthodologie de production desdits rapports. Elle consiste pour le Comité à répartir les compétences autour de la production des informations ITIE en renonçant totalement ou en partie au recrutement d’un administrateur indépendant. Un tel exercice permet somme toute, au pays de publier des informations pertinentes et ponctuelles portant sur les Exigences 2 à 6 de la Norme ITIE 2019, en baissant le coût de la conciliation.

C’est dans cette mouvance que le Ministre des Mines, de l’Industrie et du Développement Technologique, Vice-Président du Comité ITIE, Monsieur Gabriel DODO NDOKE a présidé respectivement le 20 et le 30 octobre 2020, deux sessions du Comité sur les hauteurs de l’hôtel Mont Febe à l’issue desquelles, les membres de l’ITIE se sont appropriés les trois options offertes par les instances internationales de l’Initiative, à travers: la déclaration conventionnelle, la déclaration assouplie, la prorogation de l’échéance de déclaration.

En effet, suite aux mesures d’assouplissement de la déclaration ITIE en réponse au COVID 19, arrêtées par le Conseil d’administration de l’ITIE de juin et octobre 2020, le Comité ITIE réuni aux dates sus-indiquées, a choisi de produire les prochains rapports ITIE en régie. En prenant l’option de solliciter avant le 1^er novembre 2020 devant les instances internationales de l’ITIE basées à Oslo en Norvège, la prorogation de l’échéance de déclaration en vue de produire le rapport ITIE 2018 au plus tard le 31 mars 2020, le Comité manifeste son intention de progresser dans la mise en œuvre de l’Initiative.

Le Comité s’active désormais à réaliser les préparatifs qui vont conduire à la réussite de cet important projet dont les bénéfices sont connus.

En rappel, La crise sanitaire de Covid 19 a entrainé une chute des prix du pétrole. Elle a causé d’importantes perturbations de la chaîne d’approvisionnement, la fermeture des plates-formes pétrolières et des sites miniers dans ce secteur important de l’économie. L’activité du Comité ITIE au cours de cette période s’est trouvée largement impactée par la nécessité de respecter les mesures de confinement et de distanciation sociale.
